California - Anti-Gun Bills to be Heard Last Week of Session

Monday, September 10, 2001

Before midnight Friday, the fate of this year’s major anti-gun bills will be determined as your lawmakers in Sacramento count down the last few days of session.  SB 52 (Scott) and AB 35 (Shelley), identical handgun licensing measures, are slated to be heard on the Assembly and Senate floors respectively.  If passed, this legislation could go to the Governor for his signature. Although these bills have been significantly amended to remove the shooting proficiency provision, they are still a threat to law-abiding gun owners who wish to purchase a handgun.  According to CA State Liaison Ed Worley, there is still a chance that these bills will be further amended at the last minute to either make them more restrictive, or less so, to negate the impact of law enforcement’s opposition.

The following is a list of the bills we are tracking, including a short summary, NRA’s position, and their current location:

Bill Summary NRA Position Status
AB 22 (Lowenthal) Grants the state jurisdiction over local planning authorities as to where home-based FFL dealers can be located. OPPOSE On Senate Floor
AB 35 (Shelley) Assembly`s version of handgun licensing scheme. OPPOSE On Senate Floor
SB 52 (Scott) Senate`s version of handgun licensing scheme. OPPOSE On Assembly Floor
SB 510 (Scott) Requires that all firearms manufactured after January of 2003 be equipped with a magazine disconnect function and a chamber loaded indicator. OPPOSE On Assembly Floor
SB 626 (Perata) Allows City Attorneys to have access to the state firearms registry to help them in civil suits against manufacturers and retailers. OPPOSE On Assembly Floor

It is vital that you contact your Assembly member and Senator as soon as possible to register your opposition to these bills.  A great number of things can happen this last week as legislators are consumed with last minute deals- don’t let your Second Amendment rights be bargained away at the eleventh hour!  Please call NOW!
