Missouri: 2016 Legislative Session Convenes

On Wednesday, January 6, the Missouri General Assembly convened its 2016 legislative session. Building on victories in 2015, your NRA will continue to advance reforms that promote and protect your Second Amendment rights and hunting heritage. In light of the recent presidential overreach, pro-gun Missouri lawmakers are working hard to defend your rights in the state legislature. 

The 2016 legislative session commences with several pro-gun bills that have already been introduced:

House Bill 1938/Senate Bill 782, sponsored by state Representative Ron Hicks and state Senator Robert Onder, would allow permit holders to carry concealed on public transportation. 

House Bill 1901, sponsored by state Representative Jered Taylor, would allow a sales tax holiday for a firearm purchased on the Saturday following July 4th.

House Bill 1910/Senate Bill 731, sponsored by state Representative Mike Kelly and state Senator Brian Munzlinger, would remove the current ban on carrying concealed firearms in higher education institutions but would allow institutions to regulate the carrying of concealed firearms.

House Bill 1468, sponsored by state Representative Eric Burlison, would allow any person to carry a concealed firearm anywhere that isn't expressly prohibited.

House Bill 1828, also sponsored by state Representative Joe McGaugh, allowing certain people who have lost their right to possess firearms to have their rights restored under certain circumstances.

House Bill 1819, also sponsored by state Representative Joe McGaugh, would specify the use of deadly force in one’s home during a specified situation.

House Bill 1746, sponsored by state Representative Rick Brattin, would authorize a tax exemption for firearms and ammunition.

House Bill 1744, also sponsored by state Representative Rick Brattin, would change provisions relating to the use of force when defending oneself.

House Bill 1586, sponsored by state Representative Justin Hill, would specify that lawful owners of firearms may transport or store the firearms in locked, privately-owned motor vehicles.

House Bill 1764, sponsored by state Representative Robert Cornejo, would require a church or other place of worship to provide explicit notice that concealed firearms are not allowed on the property.

The following anti-gun legislation was filed and threatens your Second Amendment rights and right to self- defense: 

House Bill 1596, sponsored by state Representative Stacey Newman, would require that all sales or transfers of firearms, including private transfers, be processed through a licensed firearms dealer.

House Bill 1595, also sponsored by state Representative Stacey Newman, would establish “gun violence” restraining orders and “gun violence” seizure warrants.  This legislation could potentially prohibit certain persons from possessing a firearm without due process.

House Bill 1397, also sponsored by state Representative Stacey Newman, would create restrictive guidelines that a person must follow to purchase a firearm in the state of Missouri.
